Do you think theres going to elites in halo 4?

i mean they should be, you cant have halo without the covenant, if there's no covie's it just wouldn't work, seem like there just trying to suck more money, from it as much as they can. im not saying there going to be the main threat, but side roles, or helping chief or something. what do you think?
